A few words about the JSC ' Quasar ', and solar energy projects in Ukraine

Alexander Yudenkov, Inc. ... ...

The only Ukrainian plant of photovoltaic modules of different power virtually all its products are exported to European countries. The company delivers it to Germany, Switzerland, Spain, Italy, France, for projects of construction of large solar plants, but the large domestic projects are still unable to name. At home kvazarovskie modules that convert solar energy into electrical energy, are installed on the unit, mostly private facilities.

Director of the Department of Solar Energy ... Alexander Yudenkov. believes that this situation is largely due to the fact that earlier, due to low energy prices, in our country, similar products were not popular.

... energy. , Installation of solar systems - Alexander Yudenkov, conducting a tour of the plant. One of them - engaged in the production of mono and multi silicon, which is then used to produce plates. photovoltaic cells. and. PV modules. ...

Products manufactured on imported equipment. Previously, it was carried out in Ukraine, but after the collapse of the Soviet Union's production stopped. The feedstock for the production of mono and multi silicon - polycrystalline silicon - also are exported, while in the past, Ukraine was the major producer in the USSR. Recently, one of the Zaporizhzhya enterprises to start work to restore its production. Yudenkov Alexander says that it will positively affect the work of the plant. Domestic raw materials will reduce the cost of production, which will soon enter the Ukrainian market. In the meantime, American or Japanese using polysilicon.

Then Alexander Yudenkov shows the area where the ingot is attached to a square shape of the size of 4-5 inches. Then he cut into the plate thickness from 160 to 200 microns. This is a complex process of knowledge-intensive. Requires highly skilled engineers and all personnel working. Although the production and automated, but requires constant monitoring.

This is a plate on which the manufactured. photoelectric converter. Another similar production in Ukraine is not as it is a very complex physical and chemical process. Production is based on the site where in the Soviet Union made integrated circuits (part of this production has remained ). Here, a special micro-climate. ... Keeps a constant temperature and humidity, because any changes lead to marriage, ...

The last stage of production - of the resulting wafers are made. PV modules. various capacities, which are finished product. They are installed directly on the objects and convert solar energy into electrical energy. The cost of this module is about 60% - 70 % of the total cost of the entire photovoltaic plant.

Production at the plant ... Stop only once a quarter, delivering a prevention. Despite the difficult period, about any reduction of personnel is not out of the question, on the contrary, there is a lack of them. ... These people are retiring younger and even come, but there are problems with their learning - Alexander Yudenkov. Previously, if the plant existed vocational schools, which teach the work with such equipment. Now it is not. Gone qualified staff, and a new influx of skilled workers do not ...

After seeing the production, talking with the Director of the Department of Solar Energy ...

- Alexander D., in late May, at a round table dedicated to the development of alternative and renewable energy in Ukraine, you said that 99% of the plant's production is exported, and only one percent remains in Ukraine.

- I will repeat it now. True, there are positive changes. Ukraine is now revived, and we are actively working on the domestic market. According to our data, the amount remaining in the Ukraine, has already reached the 5 percent. Adopted by the government program for the development of alternative energy, of course, yields results. But while the amount that exists in Ukraine, is not nothing compared to what is consumed in Europe. If we buy 10 kWh per month, it bought 10 MW. Feel the difference.

The road map of Europe means that by 2020 all countries of the European Union should have the proportion of electricity generated from alternative energy sources - wind, sun, and m. Dr.. - 20% of the total amount of electricity generated. This is a serious, complex problem, which they set for themselves and successfully run this. For example, in Portugal, 2020 - 45 % of the electricity that is produced in the country, must be obtained from alternative sources of energy. In Belgium and the Czechs - 13%, Bulgaria - 16%, Denmark - 30, Germany - 18, Estonia - 25, Ireland - 16. That Sweden. The country seems to be... the sun and there is not much, but the task set - 49%. That is, half of all electricity generated in the country they are going to get from alternative energy sources!.

- What is the figure for Ukraine?.

- In Ukraine, we have not seen such numbers. The program includes the development of solar energy in photovoltaic written one paragraph. Because this is all you need to lobby, and there is no powerful lobby. Lobbied biomass boilers, wind farm... and it all has the right to life. In areas where strong winds blow, it is advantageous to put wind turbines. And that's what you have in your house does not work on electricity? . There is always a dispute arises frequently. In Ukraine, not so much sun. Only in the South, in the Crimea. And in Germany, more sun? .

- To what figure you want, as the practice?.

- It depends on the budget. The industry can not develop without the support of. Any program that exists in Europe, provides for the allocation of concessional loans with low rates. Second - budget compensation money spent. And the third - a guaranteed purchase of electricity on a green tariff. If these components are then difficult to predict... but I would like to reach the level of Bulgaria or the Czech Republic and Poland. I think 13-15 % - this is the real percentage of attainable.

- You say the lack of privileges and preferences, but you have already entered into force on a special ...

- Yes, a green tariff - it is a positive thing. But not fully determine the mechanism of compensation, benefits of green tariffs and connection to the network. In the process, people are faced with problems of access to the network. Also, I have not heard a single trader in Ukraine, which would have been able to get a private Oblenergo money for discarded electrical. Half of private power companies. They buy, for example, one penny of electricity from nuclear industry network. A must pay 40 cents. Where the compensation mechanism? . If we buy for 6 cents, then sell for 30 cents. And now we have to buy for 40 cents, a 3. 80grn. And who we now compensate for this difference? . Why set a green tariff? . We understand that in 3-5 years, the cost per kilowatt received from the network, will be equal to the cost of a kilowatt, which is obtained from alternative sources of energy. The cost per kilowatt received from the network will only grow because of natural resources - oil, natural gas remains in the 40-50 years. Therefore, Europe is investing in the future. Whether Ukraine sees its future in 10-15-20 years. I do this on the documents and in practice do not see.

- But you do discount the fact that the program is now only beginning to evolve, the market has not stabilized?.

- Of course! . We fully understand this. Why we say that hinders development. And as manufacturers claim that in order to make the product cheaper, we should have, as all over the world, import duties on equipment used for the production of alternative energy sources, minimal or no. This is a preference or a tax holiday on income tax. You have just seen our equipment. It costs a lot of money. And paying to import duties and taxes are high, we all carry over to the cost of the product. Therefore, its price is high. In addition, selling it in Ukraine, we have 20% to wind back the VAT and can not do anything - that's the law.

As an example, if the cost per watt of the module is 2.2 euros, we are selling abroad at 2.2 euros, and our people to pay 2.64 Euros. Is there a difference? .

- If the obstacles are removed, as it will affect your work?.

- In our opinion - this will dramatically increase the share of renewable energy in the overall balance of Ukraine, but in the meantime these problems hamper the development of solar energy in our country.

- Who are your clients in Ukraine?.

- These are private businesses that have low production, who want to reduce the cost of this production. The second group - people who live in remote areas where there are problems with electricity supply, lack of electricity. Also, companies that work to install the helio heating systems, where the PV modules used as a source of electricity to run pumps, and people trying to make the system more automated heating, bring it to compliance with the standard, which has been adopted in Europe. In Europe, can not be set in a private house or on-site photovoltaic station, if you do not install modules for water heating. This reduces the gas consumption for water heating and electricity. So far more active in this respect, Western Ukraine. And, of course, after the adoption of a green tariff, these customers become more.

Without a green tariff payback time of solar system was about 20 years, the payback period for green tariff - 5-7 years. But I believe that we can not only measure the energy payback. You have to think about energy independence in the future. Because these projects are initially at a loss. Complex materials, equipment, skilled labor, all this is expensive. Efficiency is deposited in the period. Because the energy costs of oil and gas will continue to grow.

- What do successful projects implemented by you in Europe?.

- Spanish. We have been supplying equipment there - 3.8 MW of installed capacity. Now we are working with the Bulgarians to 420 kWh Naoya station, worked out projects with the countries of the Middle East, are increasingly focused on the development of alternative energy. Our engineers are working on the calculation of the stations themselves and supply of equipment. It's all in the framework of the EU to develop alternative energy. 8.5 MW this year in Europe, we must set. If we evaluate major projects abroad, their payback period, cost-effectiveness of 5-7 years. How, in general, and when we have a green tariff. But! . There's less interest on the loan. There is no 20% per annum, there is 6-7%, plus compensation for the state. In Bulgaria the same if you are installing in their station, to invest 30% of their funds, 70% of the bank loans, credit for 15 years with low interest and you pay the loan due to the fact that you have the state buy electricity at a fixed rate. It's very simple!.

- What are you doing to promote your business and solar energy?.

- As our financial capabilities, take part in exhibitions, which take place in Ukraine. And, of course, the European shows because they have to show up, otherwise you will not know. Hold seminars, train the people who want to become our dealers and work in the regions. As such, advertising is not. Again, in connection with the finances - all this is expensive and does not pay off until the country. In reality, the production runs for five years and need each year to buy something new from the equipment - to reduce costs in order to have a competitive price in the market. This mechanism is expensive, so a lot of money invested in the constant re-equipment. Therefore, in the main exhibition, yet the Academy of Sciences magazines ¸ try to work with the embassies of Ukraine in Europe, Africa and the Middle East.

The development of photovoltaics in Ukraine - it is so far very expensive. Therefore, without the support of the government we can not do. Millions of roofs in Europe has a system of alternative energy sources - is photovoltaics, it is hot water, and all that sun. And they're now talking about two million roofs. This is a small system, but they can generally save a lot of natural resources and reduce emissions of harmful substances into the atmosphere. The life of our units - more than 25 years, and in principle, they work for life, unless, of course, some people do not decide to break it, or will hail the size of ostrich eggs.

- Tell me honestly, do not mind twisting. Why do you need Ukraine? . What is this? .

- Yes, it's patriotism. I'll tell you absolutely honestly, frankly, our team has collected a very patriotic people who love their country. This is not a slogan. So there is actually. These people could go for a long time, receive a much larger and live much better. But they live in this country and they have a great desire to develop it. Well, where we do not have a homeland - a homeland. We sincerely want to develop Ukraine. And then, of course, in their own country are easier to work.

Comment of the First Deputy Chairman of the National Agency of Ukraine for Efficient Use of Energy Resources ( NAER ) Alexander Parshin:.

On the ...

To date, the ... And all the costs that are necessary for connecting cogeneration units, solar panels and other alternative sources of energy, produced by Oblenergo.

Alexander Yudenkov right in saying that most of the Regional Energy is in private hands, but those costs that they incur when connected, would be offset by establishing an investment component in the tariff Oblenergo in the retail sale of electricity. All generating electricity company, whether private or public, which is in the country, selling electricity SOEs ... it was 0, 33 kopecks. VAT) Oblenergo, and those already established fare sell retail to the consumer. The mechanism of compensation for decision and action. Compensation through tariff policy NERC.

... Such cases, that someone was denied until it was. If the precedents are, must be handled in writing directly to Najer, this question is under our control, and under the supervision of Prime Minister.

On privileges and preferences.

With regard to preferences, there are 264 Decree of the Cabinet of Ministers of Ukraine of 18. 03. 09, which allows you to import into Ukraine energy-saving and energy-efficient equipment without duty and VAT. Several companies have already received such a benefit. In addition, to date, published supplement to the law on alternative fuels ... Where are the preferences in the production of alternative energy sources. This law provides that the company for 10 years are exempt from income tax, including the duty and VAT on imported equipment (which is not produced in Ukraine, which can be used for the production of alternative fuels ).

Now in the Verkhovna Rada of Ukraine is a law designed for the release of the Ministry of Finance for 10 years from the profit tax and VAT are all companies that produce alternative fuels and use alternative sources of energy.

In addition, the deputy Anatoly Kinah developed a law which provides for tax reduction on the ground when placing non-traditional sources of energy ( as a rule, such facilities occupy a very large area).

With regard to interest on loans, today in Ukraine there are international institutions that can offer businesses loans under the same 6-7 per cent per annum, referred to in Article. In addition, the government published an order 609- p 20. 05. 09 and 682 of the same order of numbers, which provide for the modernization of municipal energy. Guaranteed by the government state-owned banks - JSC ... I believe that the percentage of these projects will be no more. The payback period of these technologies is seen up to 7 years. In addition, a mechanism for implementing energy efficiency projects through debt investments.

As partial compensation to businesses and individuals for the introduction of renewable energy, such arrangements at present are also considered. The Verkhovna Rada is the Law of Ukraine ...

The problem is that many companies working in this business, not enough to keep track of legislation that is now changing rapidly. Since 2008, one of the main priorities of the government is switching to alternative energy. And I think that our leaders are not always kept pace with the decisions that have to date received.

On the prospects of.

The question of priority directions of development depends on the economic feasibility. That is why bioenergy in Ukraine is developing in the first place, second place is occupied by wind power.

So far, unfortunately, solar energy is one of the most expensive destinations. But it is gradually developing in the near future will find its niche. To date, we consider a number of projects, including the installation of solar collectors in ... In addition, solar energy can be used for heat pumps, the introduction of which to date the priority.

I am convinced that solar energy in Ukraine very promising. Indeed, cheap energy is not stimulated before its development. To date, the government committed itself to European standards - to increase the share of renewable energy to 20% by 2020. It turned out a series of laws and regulations, which will give impetus to this process. All of the regional state administration and line ministries to develop new programs for energy conservation, which includes mandatory topics in the areas of alternative, including solar energy.
